Service Line Inspections
On January 15, 2021, the Environmental Protection Agency (EPA) updated its regulations on water service line inspections. The purpose of these inspections is to determine what materials service lines are made of and remove lead and copper materials from California’s drinking water systems. To meet these new regulations, Livermore Municipal Water will begin inspecting all service lines. These inspections are expected to continue through the end of 2023.
What is a Service Line?
A service line is the pipe that connects a property to the water main. Livermore Municipal Water owns and maintains the pipe section from the water main to the water meter. The property owner owns and maintains the pipe section from the water meter to the property itself.
New Water Service Line Inspection Regulations
In 2017, the EPA required drinking water utilities to inspect all their service lines from the water main to the water meter and remove any lead service lines and fittings that were found.
To protect public health, staff have been working since 2017 on completing a required assessment of all public and private water service lines for the presence of lead. Over the past seven years staff have worked hard to inspect, verify, catalog, and record the makeup of the water service lines that provide water to homes and businesses from the main lines in the street. Both portions of the service line, the public in the street, and the private behind the meter, were inspected or verified through documentation. Through this process, staff did NOT find any service lines that were made of lead. This represents a substantial effort undertaken by staff to continue to ensure the health and safety of our community.
