Engineering
The Engineering Division is open Monday-Thursday 9:00 a.m. to 4:00 p.m. for drop-in services. We are closed on Fridays.
The Engineering Division ensures that public infrastructure (transportation systems, storm drainage, water supply, sewage collection and treatment, public buildings, landscaped areas, golf courses and airport) meets community requirements.
There are six areas within the Engineering Division which are detailed below.
Administration
The Administrative staff includes the City Engineer, Administrative Technician, and two Typist Clerks. The City Engineer manages the Engineering Division of the Community Development Department; formulates policy, develops goals and objectives, supervises staff, administers the division's budget; and performs professional civil engineering work. This section also provides administrative direction and secretarial support to public works programs, and interfaces with other City departments, the City Council, Planning Commission, and other committees.
Construction Inspection
The Construction Section employs a staff of public works inspectors who provide contract administration and inspection of public works projects to assure that all construction is performed in accordance with City Standards. The Construction Section inspects private development projects and Encroachment Permits for work in the public right-of-way.
Design Engineering
The Design Section oversees the design of public works projects on various City infrastructure and through both staff and consultants prepares plans, specifications and estimates to receive bids for the construction of such projects. The Design Section implements the design of all funded public works projects in City's Capital Improvement Plan using local/non local user fees, development impact fees, new debt obligations, general fund/facilities rehabilitation funds, federal and state grants as well as private/third party contributions.
Land Development
The Development Section employs a staff of engineers and technicians who are responsible for the review and engineering coordination of all land development projects through the entitlement, final map, building and construction processes. Land Development projects are reviewed using the City's Development Plan Check Manual to ensure they meet the Municipal Code, Standard Plans, Specifications and Details. Projects must also meet all environmental regulations; including, Section C3 of the Regional Water Quality Control Board Municipal Stormwater Permit and the Regional Water Quality Control Board General Construction Permit. The Land Development Section also updates and calculates development impact fees and tracks development fee credits.
Traffic Operations
The Traffic Section employs a staff of engineers and technicians who ensure the safe and efficient movement of goods and people throughout the City by performing traffic operations and design functions.
Traffic staff respond to requests for traffic signs and markings, monitor traffic signals, intelligent transportation systems and street lighting, program traffic signal timing, analyze impacts and review plans for various development projects, implement the sidewalk repair program, and process transportation permits. They also ensure safe bicycle, pedestrian and equestrian facilities, as well as roadway and intersection improvement projects.
Transportation Planning
The Transportation Planning Section employs a staff of engineers and planners who coordinate with regional, state and federal agencies on regional and sub-regional transportation projects, programs and policies; manage a regional transportation development impact fee program; develop and update the General Plan's Circulation; Element and Active Transportation Plan for bike and pedestrian facilities; and develop grant applications for transportation funding.
