Annual Stormwater Reports
The San Francisco Regional Water Quality Control Board issues a National Pollutant Discharge Elimination (NPDES) Municipal Regional Permit (MRP) to the City of Livermore and 75 other co-permittees, covering stormwater management activities for most of the Bay Area. The City is required to submit an Annual Stormwater Report to the San Francisco Bay Regional Water Quality Control Board documenting compliance with the NPDES MRP for water discharged through the City's stormwater system.

Annual Water Quality Reports
Livermore Municipal Water receives its wholesale water supply from the Zone 7 Water Agency, which treats water from the State Water Project in the Sacramento-San Joaquin Delta and groundwater wells in Pleasanton.
Zone 7 Water Agency and Livermore Municipal Water are required to closely monitor all water supplies and provide water quality information to customers annually. Zone 7 Water Agency annual water quality reports can be found on their website.

Cost of Service Studies
Livermore Municipal Water uses third-party Cost of Service Studies to develop proposed rates for its drinking water, recycled water, and wastewater services. These studies analyze what rates are necessary to ensure adequate funding for each system. The rates are then finalized through a Proposition 218-compliant public hearing process.
Livermore Municipal Water's last Cost of Service Study was completed in 2022 to develop proposed rates for January 1, 2023 to December 31, 2027. Livermore City Council adopted the proposed rates on April 18, 2022 through Resolution 2022-052.

Urban Water Management Plans
All California water suppliers with more than 3,000 customers are required to prepare an Urban Water Management Plan every five years. Urban Water Management Plans help with long-term water resource planning to ensure that there will be adequate water supplies to meet future demand. The reliability and efficient use of water supplies are assessed over a 20-year time frame during normal, dry, and multiple dry year conditions. Water Shortage Contingency Plans
Water Shortage Contingency Plans identify the actions that a water service provider will take if there are short or long-term water supply challenges. The plan identifies six conservation levels, each with their own voluntary or mandatory conservation measures to preserve the water supply.

Livermore’s last Wastewater Cost of Service Study developed proposed rates for July 1, 2020 to June 30, 2025. On the May 11, 2020, Livermore City Council adopted Ordinance No. 2095, which established Livermore's sewer service charges through June 30, 2025.

Pretreatment Reports
The City of Livermore submits a Pretreatment Report annually to the San Francisco Regional Water Quality Control Board and the U.S. Environmental Protection Agency. This report is required by General Pretreatment Regulation 40 CFR 403.12(i) and the National Pollutant Discharge Elimination System Permit issued to the Livermore Water Reclamation Plant. The report assists the San Francisco Regional Water Quality Control Board and the EPA in determining whether the City’s approved Industrial Pretreatment Program is properly implemented and effective.

Pollution Prevention Reports
The City of Livermore submits a Pollution Prevention Report annually to the San Francisco Regional Water Quality Control Board and the U.S. Environmental Protection Agency. This report summarizes the past year of Pollution Prevention (P2) activities, accomplishments, and public outreach efforts within the City of Livermore. This report also contains a description of the Livermore Water Reclamation Plant, its service area, and pollutants of concern.

Sewer System Management Plans (SSMP)
Sewer System Management Plans provide a plan and schedule for properly managing, operating, and maintaining all parts of the wastewater system to reduce and prevent sewer system overflows, as well as mitigating any overflows that do occur. The Sewer System Management Plan is internally audited at least every two years and is updated at least every five years.
