Rates & Finances
Many of the services provided by the City of Livermore are supported by the General Fund. The largest revenue source for the General Fund are property and sales taxes. However, the majority of the services provided by the City of Livermore Water Resources Division are enterprise-funded. This means that all maintenance costs for these services are funded by special fees. Only properties that use that particular service are charged fees.
Wastewater Service Funding
Wastewater service is funded by Sewer Service Charges. Residential properties have a fixed annual Sewer Service Charge under the Special Assessments section of their property tax bill. Non-residential properties receive monthly bills for their sewer service.
Drinking Water & Recycled Water Service Funding
Properties who receive their drinking water or recycled water service from the City of Livermore receive monthly bills for service.
Stormwater System Funding
Stormwater management is the only service provided by the Water Resources Division that receives any support from the General Fund. Since the current stormwater management fee does not generate enough funding to cover all expenses, the City’s General Fund currently covers the budget gap.
