Effective July 1, 2023, temporary signs are not permitted in the designated public right-of-way, and are not permitted in the street, street median, or sidewalk in residential, commercial, or industrial zones, other than the Downtown Specific Plan and as specified in LDC 4.06.060 and 4.06.140.

A temporary sign is a sign intended to be displayed for a limited period of time only, such as garage sale signs, real estate signs, and political signs.

Prohibited Temporary Sign Locations

For the safety of drivers and pedestrians, all temporary signs are prohibited in these areas and will be immediately removed and stored for 15 days prior to disposal: garage sale sign

  • Parks 
  • Public property 
  • Public right-of-way (see below for instructions on how to determine the public right-of-way adjacent to a property)
  • Schools
  • Sidewalks real estate sign in sidewalk
  • Street medians
  • Streets 
  • Streetlight poles 
  • Traffic signals 
  • Utility infrastructure 

Non-Commercial Signs on Private Property

Temporary non-commercial signs placed on private properties in residential zoning districts must meet the following requirements:

  • Maximum size of four square feet per sign
  • Signs must be stake signs
  • No limit to number of signs

Temporary signs in commercial zoning districts still require a temporary sign permit from the Planning Division. The Planning Division can be reached at (925) 960-4450.

Commercial Signs 

Temporary commercial signs, such as real estate signs, pursuant to Civil Code 713 may be freestanding or wall mounted.

Temporary commercial signs shall not be displayed for more than 35 days in any three-month period on private property.

How to Determine the Public Right-of-Way Adjacent to a Property

Public Right-of-Way is the area that is generally 10 to 12 feet behind the face of curb. There are exceptions to this, based on the width of the sidewalk, provision of public landscape setbacks, and the time period when the property was developed. To confirm the designated public right-of-way adjacent to a property, please utilize the GIS Map Viewer linked and detailed below.

  1. Visit the City of Livermore GIS Map Viewer 
  2. Enter the street name with direction (e.g., S LIVERMORE AV) 
  3. Select the street number from the dropdown 
  4. Click "Search" 
  5. Zoom in close to the property and click on the property so that a blue outline appears. The heavy gray line adjacent to the property is the curb. The heavy blue line is the edge of the property. 
  6. From the top navigation, select "Distance."  
  7. Place your cursor on the street-side edge of the gray line, click and release. 
  8. Drag to the blue line. A measurement will appear. That is the Public Right-of-Way.

Enforcement and Filing a Complaint

Signs found to be in violation of the Livermore Development Code will be removed, held for 15 days, and then discarded. City staff will attempt to contact the owner based on content displayed on the sign.
