At the October 9, 2017, City Council meeting, City staff presented the medical cannabis outreach results to the Council. After receiving public comments and discussion, the City Council directed staff to prepare an ordinance prohibiting all commercial cannabis activities in Livermore, with a limited exception for the delivery of medicinal cannabis from a properly licensed dispensary outside Livermore to qualified patients and primary caregivers in Livermore. Council also directed staff to perform additional public outreach for an alternative location for a potential medical cannabis storefront dispensary. At the October 23, 2017 meeting, City Council approved the ordinance and a second reading of the ordinance was presented at the November 13, 2017 meeting. The ordinance will take effect December 13, 2017.

Presently, medical cannabis dispensaries are not allowed in the City of Livermore. On December 12, 2016, City Council directed staff to initiate public outreach through an online survey and public workshops on the prospect of permitting a medical cannabis dispensary use in Livermore in the Heavy Industrial (I-3) zoning district on the east side of Livermore. Public Workshops
Workshop 1 was on Wednesday, June 21 at 7:00 p.m. at Robert Livermore Community Center, located at 4444 East Avenue. The workshop focused on receiving community input on whether a dispensary should be permitted in the city and how it might be regulated. This was an opportunity for the public to learn about current laws regulating medical cannabis dispensaries, ask City staff questions, and provide input on a potential ordinance to permit medical cannabis dispensaries in Livermore. Workshops 2 and 3 focused on gathering input from residents and property owners/tenants in and around the I-3 zoning district where a dispensary may locate.
Survey Results
As part of the public outreach program, the City posted an online survey on the City website for three weeks beginning February 13, 2017. The public was notified of the survey through social media outlets, including Facebook and Nextdoor.com. 1,214 people participated in the online survey, of which, 1,115 responded to being Livermore residents. Results are summarized in Table 1 below.
