Since April 2020, the City of Livermore and the San Francisco Bay Regional Water Quality Control Board (Water Board) have been in communication regarding oversight and management of the Former Quality Cleaners site on First Street in Downtown Livermore.
Environmental cleanup work is scheduled to begin the week of April 17, 2023 at the downtown site bounded by First Street, L Street, Railroad Avenue, and South Livermore Avenue. Details regarding this work are provided below in the Work Notice from the Water Board. Initial activities involve installing soil vapor extraction wells and piping in the surface parking lot between Veterans Way and Railroad Avenue. Parking areas will be closed in portions of this area as the work is conducted. Work is anticipated to be completed in this area in May. In June, environmental cleanup work will begin south of Veterans Way. Soil will be excavated near the former Quality Cleaner’s site to remove traces of the dry-cleaning solvent tetrachloroethylene (PCE). In fall 2023, vapor extraction wells and piping will be installed in the vicinity of the L Street Garage. The current schedule is to construct the soil vapor extraction system in spring 2024, connect the system to the piping, and begin operation of the system for a one-to-two-year period.
