About Community Development
The Community Development Department is open Monday-Thursday 8:00 a.m. to 5:00 p.m. for drop-in services. We are closed on Fridays.
The Permit Center is located on the bottom floor of City Hall. Within the Permit Center the public can interact with members of all divisions of the Community Development Department including:
Building Division The Building Division provides plan review and field inspections of buildings to ensure a safe, accessible and energy efficient built environment throughout our community. The Division regulates local and State laws related to building construction, maintenance, use, repair and rehabilitation. This includes enforcement of Neighborhood Preservation ordinances and state mandated energy conservation, disabled access, and housing laws. These objectives are accomplished through administration of public outreach and technical assistance programs, as well as building code regulation. Examples include identification and promotion of seismic retrofit for older buildings and “green building” construction.
Housing and Human Services Division The Division’s goal is to enhance the quality of life for all members of our community through the provision of vital social services and the creation of affordable housing opportunities. The Housing and Human Services Division works to maintain and expand affordable housing opportunities for lower and moderate-income households throughout the City and supports the revitalization and preservation of residential neighborhoods.
Engineering Division The Engineering Division’s primary function is to provide public works facilities, including transportation systems, storm drainage, water supply, sewage collection and treatment, public buildings, landscaped areas, golf courses and airport services that meet community requirements.
Planning Division The Planning Division’s purpose is to assure the residents of Livermore that their city will be developed in a manner that will maintain a good quality of life, without compromising safety, health, and public services. The Planning Division is guided by the General Plan and the Livermore Development Code.
